Revenue comes from either passengers or subsidy, and if the local authority doesn't provide any of the latter, the ownership of the buses is irrelevant. Even if it was in public ownership, what is the role of a bus service? If it's to persuade the maximum number of people out of their cars, then Southern Vectis's network scores highly.
