That effectively designates the biggest Beaver as a single deck bus not a minibus, it's the same dimensions as the smallest mini pointer Dart and such has another year before exclusion. My local independant has step entry vehicles with under 22 seats and rear wheelchair doors, so exempt, and two bigger Mercedes that are over the 7.5 tons which he can run for another year. The PSVAR (2000) regs refers.<br /><br />Since we're not at 20/01/15 yet, scenario (1) may still apply.
